The proposed smelter is expected to be located on Pulau Muara Besar (PMB), a 900-hectare (2,225-acre) island and greenfield site that faces the existing Muara national port.

PMB is the designated site for a proposed integrated development project that will be the next centre of opportunity for Brunei Darussalam. The site is slated to be expanded to 2,000 hectares (4,940 acres) through reclamation.
