RELICENSING TIMELINE

1917Alcoa-Yadkin begins producing hydropower along the Yadkin River.
1958Alcoa-Yadkin receives a 50-year license to operate the Yadkin Project.
April 1999Alcoa-Yadkin voluntarily initiates water quality studies along the Yadkin River in preparation for relicensing.
September 2002Alcoa-Yadkin begins the relicensing process with a series of public meetings.
February 2003Seven “Issue Advisory Groups” are formed to identify key issues, recommend studies and provide input. More than 100 people participate in the process.
2003 to 2005A series of technical studies are conducted to address issues such as water quality, fish and aquatics, wildlife, recreation and cultural resources. Issue Advisory Group members meet regularly to monitor the progress of the studies and to discuss study results and other related issues.
Early 2005Alcoa-Yadkin begins a voluntary settlement negotiations process with nearly 30 organizations. Stakeholders meet regularly for two years to discuss key issues and work toward a settlement that satisfies many competing interests.
April 2006Alcoa-Yadkin files its license application with FERC. Settlement negotiations continue.
August 2006Alcoa-Yadkin releases an “Agreement in Principle” signed by 27 organizations.
May 7, 2007Alcoa-Yadkin submits to FERC a formal Relicensing Settlement Agreement (RSA) signed by 23 stakeholder groups. Signatories include the N.C. Department of Environment and Natural Resources and N.C. Wildlife Resources Commission.
Fall 2007FERC staff issues a Draft Environmental Impact Statement in September 2007. Two public meetings are held in November 2007 to accept public comments.
November 2007The NC Division of Water Quality issues APGI a Section 401 water quality certificate for the Yadkin Project. The certificate is later revoked due to the failure to publish a required public notice.
April 2008FERC staff issues a Final Environmental Impact Statement (EIS) for the Yadkin Project, effectively closing the public record. It concludes a federal takeover is not a reasonable alternative and will not be considered further.
April 30, 2008The 1958 license expires. FERC issues a temporary, one-year license.
July 2008Gov. Easley signs into law a bill authorizing a study of water issues along the Yadkin River by the Environmental Review Commission.
May 9, 2009Deadline for the N.C. Department of Environment and Natural Resources to take action on Alcoa-Yadkin’s application for a 401 water quality certificate.
