Alcoa Metallurg Rus Continues Projects for Retraining and Redeployment of Released Employees

Since the beginning of 2009 Alcoa has been implementing measures to offset the effects of the economic downturn to the business of the company. One of the measures is personnel headcount optimization.

Headcount reduction at ZAO Alcoa Metallurg Rus as well as at other Alcoa Russia locations is carried out on mutual agreement basis with compensations of 5 average monthly salaries to released employees. All the headcount optimization measures fully comply with the Russian labor law. In addition to that, Alcoa Metallurg Rus is implementing employee support programs to assist both released and active employees of the location.

As part of execution of the Regional Decree #5 issued on January 14, 2009, “On Ratification of the Regional Program to Reduce Tension on the Labor Market in Rostov Region in 2009” Alcoa Metallurg Rus cooperated with the City Employment Center on Stretch Professional Training Program and organization of community services. May through November 2009  79 employees of the plant were retrained, 28 people are currently being retrained. The retraining is focused on a number of core working professions including Maintenance Fitter, Millwright, Electrician for Electric Equipment, Grinder, Crane Operator, Forklift Driver, Operator of Processing Line for Non-Ferrous Metals, Caster of Non-Ferrous Metals.

61 employees of the location were participating in community services organized in June and October with compensation amounting to 2/3 of their salary.

Total state compensation to the location for retraining of employees has already reached over 440,000 rubles (about US$15,000), for organization community services – nearly 310,000 rubles (about US$11,000).

In addition to that, since May 2009 ZAO Alcoa Metallurg Rus has been implementing its own Retraining and Redeployment Program to support new employment of the released plant personnel. The Consultation Center on Retraining and Redeployment was created at the plant as part of this Program.

In Belaya Kalitva Alcoa partnered with Alex Recruiting Consulting Center (headquartered in Voronezh) and Learning Center of South Software Company (Rostov-on-the Don). Consultations for the employees released after January 1, 2009, are available every day if they would like to consult or receive a training. Each customer receives an individual consultation.

The Program’s Philosophy is based on 4 major steps:
 
  1. Individual program development (individual background/ experience/ market value assessment; needs assessment, customized job search; market analysis and help with selection of appropriate vacancies; professional help with writing CV; CV distribution by various means; individual consultation on further retraining).
  2. Soft skills training (conflict management; crisis management; communication skills; how to be convincing; how to control emotions; how to succeed in a interview; how to write a CV)
  3. Retraining/Technical skills (depending on the market the retraining will focus on highly demanded jobs)
  4. Employment

On November 1, 2009, as a result of the Program 229 former employees of the location received  retraining services and 290 people received redeployment services. 152 ex-employees got a new job, 58 of them were hired with help of Alex Recruiting, 94 people found a new job on their own after having been trained and consulted in the Consultation Center. 229 people are currently participating in the Retraining Program. 36 people have already completed training courses and obtained a new profession. 193 people are continuing their training.

In spite of the economy downturn, there are many jobs which are in high demand with employers. For example, salesmen, trade officers, confectioners, universal hairdressers, all kinds of engineers, accountants. The vacancies of forwarders, polyclinic and kindergarten employees can be selected for older people”.

Elena Pirog, Manager of Alex Recruiting, Belaya Kalitva: “The most important training courses for released employees are those like How to Succeed in an Interview. They enhance ones self-esteem and confidence. Most importantly, a person achieves internal comfort and starts acting. The candidate’s age does not matter. Both 30-year-old and 60-year-old people are successful in finding a new job. The result can be achieved by a person who is ready to review various options and would like to study, act and work”.

Elena Novikova, Head of Learning Center of South Software Company (SSC): “As part of the retraining program the Learning Center of SSC is currently training 132 people. The project plan stipulates an average of 3-4 training courses for an individual. It allows the released employees to improve their professional skills by several requested parameters. The success and interest to the training is explained by its individual customization according to the professional needs of the people, requirements of the market and new employers. We develop programs that are actual for everyone -  they have to do with computer-based job, knowledge of 1C software, communication skills, - as well as programs that allow people to obtain a new profession, special skills and knowledge. And most importantly, the training programs raise a desire in people to continue improving their professional skills.

In addition to the popular computer courses (PC Basics and MS Office 2003/2007, Expanded Options of MS Excel 2003/2007, 1C Software courses: 1C Enterprise. Trade
Management. Practical Use of Typical Configuration) highly demanded are business-training courses: Art of Self-Presentation and Sales Basics. Traditionally interesting for people are the courses: Driver of B-category as well as retraining from Driver of B-category to Driver of C-category.

The project might owe its success to the fact that we do not follow a certain list of training courses, we form our groups by interest.
