The Spectacles Cultural Tours
In the 1970s the Industrial Lands Development Authority and Alcoa of Australia purchased swamp land for future industrial use.  However, when the land was evaluated for residue disposal purposes, it became clear not only that the wetland nature of the property made it unsuitable for this particular industrial use, but that the Spectacles area had high conservation value.  The Spectacles became part of the Beeliar Regional Parklands.

In the early 1980’s Alcoa started to develop a management plan to restore and protect the wetlands with the help of the then Department of Conservation and Land Management (CALM), Town of Kwinana, and the Wetlands Conservation Society.  As a result a comprehensive plan encompassing the conservation, recreation and educational values of the area was produced.

Over the summer of 2004/5, Alcoa sponsored a series of cultural tours at the Spectacles in a partnership with the Town of Kwinana, the Medina Aboriginal Cultural Community and CALM.  This trial season of tours has developed into a regular tour programme for schools, and the local and broader community. It is planned to develop these tours into an ongoing educational and tourist destination.
 
Currently the Alcoa Foundation is partnering the tour programme subsidising the education and coordination of the programme. 

Kwinana Early Years Services Inc. (KEYS)
Kwinana Early Years Services Inc. (KEYS) is a community service providing assistance to families who are wanting to improve their parenting skills.  The target age group for KEYS is families with children in the 0-8 age group who live in Kwinana. 
 
The Alcoa Foundation partners KEYS to deliver a six – seven week Protective Behaviours programme to Kwinana Primary Schools.
 
Over the last two years, 444 primary aged school children and 347 adults have been taught life skills which help them identify and protect themselves from unsafe situations of all types. 
 
In partnership with teachers, KEYS has also developed a Protective Behaviours programme specialised for students who attend education support centres.

Alcoa City of Cockburn Community Development Project Fund
In 2003 Kwinana refinery entered into a partnership with the City of Cockburn to unite community and functional groups in Cockburn to identify improvement opportunities in their neighbourhood and produce a community action plan.  This programme is the Cockburn Community Development Strategy (CCDS). 
 
After community action plans were complete and began to progress, it was a natural step for Alcoa and the City to set up the Alcoa and City of Cockburn Community Projects Fund.  This has provided a source of community funding for the improvement projects for the last four years.
 
Some of the community projects include:
  • Reclaim the Streets (community walking events),
  • Cockburn community market which now provides ongoing income for the participating community groups,
  • Very Important Volunteer (VIV) card helping local business reward community volunteers and, an Inspirational Volunteers Award.
