Alcoa has undertaken an extensive and independently facilitated community consultation process as part of the Wagerup Unit Three project.
 
While considerable consultation has been undertaken as part of Alcoa’s environmental approval process, consultation has also been undertaken beyond this on a number of environmental, health, social and economic issues.
 
This consultation process has met the environmental approval process requirements plus Alcoa’s pledge for ongoing community consultation into the future. It has built on the existing Wagerup Community Consultative Network (CCN) and the successful consultation method applied for Alcoa’s Pinjarra Efficiency Upgrade.
 
The Wagerup Unit Three consultation is part of a longer-term strategy to engage in a dialogue on what it will take for the refinery to be genuinely considered a good neighbour.
 
Community Consultation Network
 
The Wagerup Community Consultation Network (CCN) was established in 2000 to be the primary consultation forum for Wagerup. Its open membership currently includes Waroona, Hamel and Yarloop community representatives plus Waroona and Harvey Shire representatives. The group meets monthly to discuss refinery and community issues, with meeting minutes published in the local press.
 
As part of the consultation process for the environmental impact statement, the CCN monitored the integrity of the consultation process to help ensure it was fair, transparent, open and inclusive.
 
Working Groups
 
Five subject-specific working groups were formed to provide community input into the Wagerup Unit Three environmental approval process. The groups were:

- Emissions & Health
- Residue & Water
- Transport & Noise
- Social & Economic 
- Land Management
 
These tripartite groups comprise mainly community members, but with some relevant Alcoa and State Government departmental representatives.
 
They met regularly to consider and contribute in detail to the content of issues and opportunities associated with the future operations of the refinery.
 
The working groups considered various aspects of the project and advised how opportunities could be optimised and issues or concerns managed. They reviewed specific initiatives, such as reports and environmental modelling. Where relevant, they called on experts to independently review reports, models, plans etc.
 
Each working group presented to the CCN about its deliberations at least twice during the ERMP consulting period.
